James Ingram
James Ingram, Ph.D., earned his doctorate from UCSD and has been teaching since 1990. He has taught the American Presidency and the U.S. Constitution at SDSU and UCSD. His doctorate focuses on local constitutional reform; as part of his fieldwork, he worked for commissions in Los Angeles and San Diego, and participated in giving both cities strong mayor-charters patterned on the U.S. presidency.
