Richard McCarvell currently works as Chief of Procurement Services at the County of San Diego, overseeing all Purchasing and Contracting for the Finance and General Government Group Division, which includes clients such as the Department of General Services, the County Technology Office, Treasurer-Tax Collector, and the Registrar of Voters.

Since starting his career as a graduate trainee Buyer at IBM in the year 2000, while completing a Bachelor of Arts Honors Degree in Business Studies, Richard has gained twenty-three-plus years of combined Public and Private Sector Procurement and Contracting experience, having spent ten years working as a Senior Buyer at Metsa Group, a $6.5bn multi-national timber manufacturing and distribution corporation and more recently ten years in the Purchasing and Contracting Office at the County of San Diego.  During this time, Richard completed a master’s in business administration in Business Strategy and Procurement Management at the University of Birmingham, United Kingdom.

During his career, he has gained extensive experience developing solicitations, managing proposal requests (RFPs), and negotiating agreements on large and complex Information Technology Systems, Construction, and Services projects.  Furthermore, Richard has developed expertise in advanced planning, strategic sourcing, and contract management best practices.
